USCIS Policy Memorandum PM-602-0090 (effective October 6, 2013) clarifies that F-1 students who are in a period of post-completion OPT while completing a thesis or dissertation are eligible to apply for a 17-month STEM OPT extension, notwithstanding the fact that the student has not yet completed
