A January 26, 2025 Department of State Media Note announced that "Following President Petro's refusal to accept two repatriation flights he previously authorized, Secretary Rubio immediately ordered a suspension of visa issuance at the U.S. Embassy Bogota consular section." The DOS Media Note stated that in addition, "Secretary Rubio is now authorizing travel sanctions on individuals and their families, who were responsible for the interference of U.S. repatriation flight operations."

According to news sources like the Washington Post, "President Donald Trump on Sunday announced steep tariffs and visa restrictions on Colombia after the South American nation's president, Gustavo Petro, said his country will not accept deportation flights from the United States unless the Trump administration ensures that repatriated Colombian migrants are treated with the 'dignity that a human being deserves.'" Other news sources such as the BBC relate President Petro's objections to the fact that the two scheduled flights were military flights, not civilian, and that by the next day Colombia has already yielded and agreed to receive the military flights. The Washington Post then reported that the "suspension of visas would remain in effect until the first planeload of deportees is accepted." The U.S. has taken action before on "recalcitrant countries" that do not fully accept repatriation of their citizens who have been ordered deported from the United States. See NAFSA's page Discontinuance of Visa Issuance Under INA 243(d) for background. However, the short DOS Media Note does not mention that provision of law.

The visa suspension appears to cover both nonimmigrant and immigrant visas and will continue until Secretary Rubio lifts it. This is a situation in flux.
