On November 15, 2010, NAFSA submitted comments on SEVP's September 17, 2010 Policy Guidance 1004-06, in which SEVP provided guidance on Special Student Relief benefits for qualified Haitian students pursuant to 75 FR 56120 (September 15, 2010).
NAFSA's comments centered on:

- SEVIS procedures for on-campus and off-campus employment
- USCIS EAD procedures
- Benefit eligibility dates
- The possibility of a blanket fee waiver
