Other LCA Program Assistance
The Office of Foreign Labor Certification has implemented a dedicated Help Desk Unit at the Chicago National Processing Center (CNPC) to serve as a resource to those employers and or their representatives filing Labor Condition Applications (LCAs) with the Department of Labor. The Help Desk e-mail box will be monitored daily Monday through Friday during the business hours of 8:30 AM to 5:00 PM Central Time, and inquiries will be handled "as expeditiously as possible."

In the subject line, include the [LCA Case Number] and one of the following references:
- General LCA Question
- Case Status Inquiry
- LCA Account Question/Issue

- Relationship to applicant (e.g., attorney/agent representing employer)
- Your specific question and/or additional information, such as employer name or specific filing issue.

To Withdraw an LCA
An employer or employer's authorized representative may at any time withdraw a Certified LCA electronically through iCERT, through an e-mail request, or by written request, as specified below.
iCERT method:
"To withdraw a certified LCA using the iCERT Portal System, a Master account holder (Attorney/Employer) or Associate account holder (a subaccount user granted permission by the Master account holder) must login to the iCERT Portal System, select the certified LCA he or she wishes to withdraw and click the withdraw button. The user is required to select a withdrawal reason from a dropdown list and enter a case note explaining the reason for withdrawal. The system will ask the user to verify the request to withdraw the selected certified LCA. The user must click the verification button. Once the verification is made, the employer contact and the attorney contact, as listed on the LCA, will receive an email indicating the withdrawal was successful. If the user does not have the authority to withdraw the certified LCA, either because of LCA status or account status, the iCERT Portal System will not allow completion of the withdrawal. Withdrawing an LCA through the iCERT Portal System is the only option that guarantees confirmation once the withdrawal is complete."
E-mail Option:
A PDF attachment of the LCA may be e-mailed to the Chicago National Processing Center at [email protected].
The body of the e-mail must include:
- A subject line that reads "Certified LCA Withdrawal Request"
- The employer's name and Federal Employer Identification Number (FEIN)
- The Employment and Training Administration (ETA) LCA case number that begins with the letter "I"
- An explanation for why you are withdrawing the certified LCA
- A statement that no employee is working on the LCA pursuant to it being withdrawn
The user must access the iCERT Portal System to verify if the certified LCA was successfully withdrawn.

A written request to withdraw an LCA may be mailed to the following address:

The written LCA withdrawal must include:
- The employer's name and FEIN
- The Employment and Training Administration (ETA) LCA case number that begins with the letter "I"
- An explanation of why you are withdrawing the LCA
- Language indicating that there are no workers employed on the LCA pursuant to it being withdrawn
The user must access the iCERT Portal System to verify if the certified LCA was successfully withdrawn.
Labor Certifications for PERM Program Inquiries

If case is outside the estimated processing times: E-mail [email protected]
- If it has been more than 120 days since filing and you have not received notice of an audit or resolution: E-mail [email protected]
- If you have received notice of an audit, but the filing date is before the current processing times listed for audits:E-mail [email protected]
- An acknowledgement of receipt will be issued within 2 business days. you should receive a response from the Help Desk within 30 days or send again.
- You must include the following information in your email request:
- Employer name
- Beneficiary name
- Date application was filed
- FEIN

Prevailing Wage Determination Inquiries
If you have pending prevailing wages beyond the posted processing times, you should email the prevailing wage help desk at [email protected]. Please make sure to list "Center Director Request" in the subject line when requesting case resolution.
If you have issues with ACWIA classifications despite submission of documentation establishing ACWIA eligibility, you can contact the NPWC Help Desk at [email protected] for direct review. Please list "Redetermination>Center Director Review ACWIA Classification" in the subject.
