International education is a vital tool of U.S. public diplomacy, foreign policy, and competitiveness. In this special issue of Policy Brief, NAFSA presents a selection of key reports and initiatives in international education policy. The results of a snapshot survey released this week by several higher-education organizations suggest some increases in international student enrollments in the United States, after three years of declining numbers. But with foreign-student enrollments at U.S. higher education institutions still down by more than 20,000 from the all-time high numbers of the 2002 academic year, the absence of a national strategy to restore U.S. competitiveness for this important asset suggests that any sustained recovery in the numbers will be extremely slow. NAFSA’s annual estimates of the economic impact of foreign students at U.S. colleges and universities, released this week, include spending on tuition and fees and living expenses, with national and state-by-state breakdowns as well as data for major institutions of higher education in each state. View data On the Hill Momentum Builds for National Study Abroad Program The Abraham Lincoln Study Abroad Program has gained resounding support from citizens across the country, associations in Washington, DC, and Congress. Thus far, more than one-third of the Senate, both Republicans and Democrats, have cosponsored S.3744, the Abraham Lincoln Study Abroad Act of 2006 . The creation of this national study abroad program will help American college students to graduate with the global knowledge and cultural fluency necessary to be effective in today’s society.
